刘东海，博士，教授，博士生导师，美国Iowa大学和加拿大Waterloo访问学者，湖南科技大学创新创业学院院长、湖南科技大学前沿交叉学科学院院长。目前主要从事金融风险理论与智能决策研究，博士毕业于中南大学概率论与数理统计专业，中南大学管理科学博士后，合作导师陈晓红院士。湖南省科技创新创业人才计划，湖南省优秀创新创业导师，湖南省青年创业导师，湖南省湘潭市首批高层次人才，湖南科技大学“学术带头人”，湖南省普通高校青年教师教学能手；湖南省研究生精品示范课程《数理统计》课程负责人，湖南省一流本科课程《概率理论与数理统计》课程负责人，教育部学位评审中心专家，中国工程院院刊Frontiers of Engineering Management特约通讯专家；“小平科技创新团队”指导老师，在人民大会堂获孙春兰副总理颁奖；

在科研方面，主持完成国家、省部级科研项目20余项。在《International Journal of Intelligent Systems》、《Computers & Industrial Engineering 》、《International Journal of Fuzzy System》、《Journal of Intelligent and Fuzzy Systems》 、《Statistics and Probability letters》、《Journal of Computational and Applied Mathematics》、《Complexity》、《应用数学学报》、《中国管理科学》等国内外期刊发表论文三十余篇，多篇被SCI检索收录。目前担任国内外期刊《IEEE Transactions on Systems, Man and Cybernetics: Systems》、《IEEE Access》、《Computers & Industrial Engineering 》、《International Journal of Fuzzy System》、《Journal of Intelligent and Fuzzy Systems》、《Journal of Applied Mathematics and Computing》、《Economic Modelling》、《高校应用数学学报》等期刊的审稿人。
